I thought that was a very old Swiss concept. Even resulted in an international
organisation. I believe they call it the International Red Cross or something.

I believe the Belgians beat you to it. Their law states that anyone living in
Belgium can file a complaint against anybody in the world if it concerns human
rights violations. And they already are desperatly looking into ways of
changing that law because it had some rather unexpected side effects. Like that
case they wanted against Pinochet. <grin>

China
1. not shooting masses of people but using the legal system to get them
convicted and then shoot them.
2. not allocating people into camps if they are in the way of construction
works for the olympic games, but paying people to move to another location.
3. foreigners entering the country and leaving unharmed and richer.
