The Senate voted on a non-binding resolution, expressing the "sense" of the
body in regards to the Kyoto Treaty.
The Kyoto Treaty has never been submitted to the Senate.
Nevertheless, the Senate vote stressed that the US will only agree to a
proposal where *every* country must take at least *some* steps to reduce
emissions. Unfortunately, that strikes at the heart of the Kyoto
protocal, and can only be changed by junking Kyoto and starting a new
protocol.
