That is irrelevant. One of the reasons why using landmines is a bad idea is the fact that soldiers fall victim to their own mines -- whether this happens during or after a war makes no difference. Injuries won't be less severe if a soldier gets injured by a mine in peacetime, and the loss to a family won't be any less if a soldier dies during a war because he stepped on one of his own country's mines.
