Except for the fact that the ABM Treaty prevents most testing of missile
defense systems. For example, we are not allowed to conduct *any*
boost-phase defense systems under the ABM.
Unfortunately, we are very near the limit of allowable testing under the
Treaty - which means that if the technology is to be developed the ABM
Treaty *must* be dealt with.
