I have never used Dreamweaver, but have read that it is indeed great stuff.
Not cheap, but worth the money.
Personally, I do not like MS FrontPage. I have used FrontPage 98, but I have
noticed that it includes HTML that is MSIE-specific; pages created with
FrontPage can look great in MSIE, but can look messed up in other browsers.
For over a year now, I have been using HoTMetaL PRO 5.0 (www.softquad.com)
and I am quite happy with it. Lots of options, and quite user-friendly. For
instance, you can easily switch between five different views: HTML Source,
Tags, WYSIWYG, WYSIWYG-Frames, and Page Preview. It makes it easy to insert
stuff like hyperlinks, pictures, Java applets, forms, database tables and
ActiveX controls. It can check your HTML for errors, and can even check if
your page is accessible for people with a visual handicap. Other niceties
include a Resource Manager, a HTML Reference Guide and a button bar on which
you can place shortcuts to up to four different web browsers.

I use FTP Explorer 1.00 -- nothing special, but free and good enough for
what it is for. My suggestion is that you download several FTP clients from
a place like www.download.com, and see which one you like best. HoTMetaL PRO
also allows you to upload files, BTW.
