I have to agree with our government when they say that this plot took
significant resources. I don't think the author of that commentary has
looked at "The Big Picture"

had been in flight school in Florida for the last year and a half. They also
had homes, families, credit cards, utilities - all of the basic expenses
associated with living in the US. Multiply that by 19 (the # of suspected
terrorist) and that is quite a large financial outlay. And in reality, there
was almost certainly more than these 19 men involved in different support
roles.

And that is only for the last year and a half. According to the news, this
plot has been in the making for four or more years. So, you figure out how
much would have been required in financial support and then ask how many
individuals or groups have the financial resources to support this plot.
