The location I'm talking about is west of Lincoln, somewhere around Grand
Island, IIRC. It appears to be part of some kind of park or monument
commemorating the migration west. I got the impression when I went by
there last year that it was not yet finished. However, the only reason I
was driving along I-80 through Nebraska was that I was trying to get either
to or from SLC in the shortest time possible, so I had no time to stop and
check it out even if it had been open.
