The terrorist attacks have decreased because the Palestinians don't want to
risk ending up on the USA's hit list. Arafat has ordered those who listen to
him to lay low, and the groups that don't listen to him are doing likewise.
This is a tactical lull, not a change of heart.
Israel should make some gestures in kind, but since the Israelis think
they're the aggrieved party in all this (and some of them also hope that the
USA now has an idea of what they've been living with), that's not likely.
I hope it lasts, but the Middle East has long had the nasty habit of
shredding hopes.
