However, the work of rebuilding will be done _in_ America, probably mostly 
_by_ Americans, so the interest of others outside the country (unless they 
work for a company that bids on a contract for part of the project, in 
which case that contract will probably be drawn up following American laws 
and business practices) is pretty much theoretical, which might  be why 
John responded the way he did.  (Though I am not attempting to speak for 
John.  I'm sure he'll let me know if I'm wrong.  ;-)  )
