All-in-all the "voluntary transfer" idea sounds excellent to me.  It has just 
enough versimillitude of 

However, I would also require those who stay to *convert*.  These will be 
shame conversions, of course.  However, over time the resulting 
crypto-Christians and crypto-Muslims will "forget" their original heritage 
and become devout Jews (albeit with unusual ritual forms and communal 
customs) and patriotic Israelis.

Moreover, even fewer will accept citizenship under those terms, so more will 
(_cough_) "voluntarally transfer" themselves.  This will lessen the 
likelyhood that there will be demographic causes for a second round of 
"voluntary transfers".

My experience with Arabs is that they are very suspicious and *moderately* 
fearful of any authority.  Furthermore, Palestinians are still a pretty 
worldly bunch for Arabs.
            Even so, the Israel problem is the immediate crisis for 
Palestinans.   Most *won't* join Hammas, but that's because they disagree 
with its politics.  My experience is indeed that *most* Palestinians hate 
Jews and *all* regard Zionists as their enemy.

In short, irrational hatered of Jews is not necessarilly murderous.
It would not necessarilly result in erratic behavior.

And I am very sceptical that:

is even an approximately accurate statement.
