Ah - is that an admission that you're an American?

I suspect it is because of the British Parliamentary process, which gives
basically no executive powers to the Prime Minister. The only way he can commit
resources is with the consensus of parliament, and anything tabled in parliament
is automatically recorded in the Hansard. Basically Blair had to, but Bush didn't
have to...
Only guessing of course
