When did England declare war on Germany? Was it at the invasion
of Poland, at the invasion of Belgium, or some time between the two?

England (and France) delivered an ultimatum to Germany that expired 24 hours
after German tanks crossed the border into Poland, I believe.  When that
ultimatum expired without the Germans retreating back across their border, a
state of war existed between the countries.  This leads to the remarkably
bizarre fact that WW2 is coded in most social science databases as a war
begun by _England_, since they declared war without being directly attacked.
