You might want to look into the arguments and counter-arguments made in Singapore about eight years ago, when their annual national initiative touched on this.  The government did a big campaign to persuade people with higher education to have more children.  (Each year, they pick some theme to promote; when I was there, it was about not being rude when trying to be first for everything, which had effects such as people unable to exit subway cars in the rush to get on board first...)
 
You might also want to look into a phenomenon observed by Dr. Daniel Amen, who suggests that the number of people diagnosed with Attention Deficit Disorder is rising in part because people with ADD tend to have more children, sooner, than people without.  Of course, this begs the question of whether or not ADD is correlated with a lack of success, as the above argument begs the question of whether or not higher education is correlated with success.  Hey, what *is* success, anyway???  ;-)
