I think the title "Should We Blame Clinton?" is more a rhetorical question.
I don't necessarily agree with the authors line of reasoning, but the
article does give some interesting historical perspective.

As for the second article, any of you Biology types have an opinion on this?
With the threat of Anthrax contamination mail, even if it is not sent
directly to you, I think that email will gain popularity....
