Israel doesn't *have* a Constitution.

IIRC, it is for precisely this reason, the religious Zionists wouldn't
accept a Constitution where Israel was not explicitly Jewish and the
secularists wouldn't accept a Constitution where Israel was made explicitly
Jewish.
