Jeroen is using a mail client, so his emails come from a mailserver. AmPat is using web-based mail, so his mails come through some sort of gateway machine running NAT - so even if Jeroen=Ampat you would expect Jeroen's and AmPat's messages to come through on different servers on the same sub-net, which is the result we have. Of course, a sysadmin at mindef.nl would be the best person to actually TRACK Ampat and locate him, as he is on the other side of the NAT.
