Forgive me for asking (and I'm sure I'll gett an earful of "you're an
idiot" followups) but after reading the GC, isn't it up to an
independent body of some fashion to decide the status?  Where do we
derive the power to decide their status under international law?

Actually, they turned him over once we made it perfectly clear that we'd
take the country apart in the process of looking for him. No ransom was
demanded or paid.
