I also don't have a lot of hope for the UN as a world enforcer of
"good".  The problem with the UN is that it is a mostly democratic
organization that has some member states that are decidedly
un-democratic. That creates conflicts of interest that makes it very
difficult to get many things done. Would Kosovo invervention have
occurred if left to the UN, with opposition from Russia and China? (Yes,
RUssia is nominally democratic now, but it still often seems like it is
still totalitarian)

What is needed is an organization with a charter similar to the UN, with
rules of entry similar to NATO, but without the geographical implication
and without a couple other rules.  I think there is a better chance that
NATO would evolve into such an organization than the UN, but neither
probability seems high to me.

In the meantime, the US and NATO seem to be filling the role of world
"good" enforcer. Not doing the best possible job, but it could be a lot
worse.
