I think what we need is an organization like a "World Parliament"
where each member is elected [because even dictatorships nowadays
have some semblance to democracy and have elections, even if
those elections are fake], and the voters for each member come
from _different_ countries. Say, each 10 million voters would
elect a representative, and one such group might be 1 million from
the USA, 1 million from Brazil, 1 million from Nigeria, 1 million from
India, 1 million from Japan, etc. This representative should have
_no_ obligation to represent any nationality, but just some abstraction
like "Human Rights" or "Earth's Environment" etc.
