Say, each 10 million voters would elect a representative, and one such group might be 1 million from the USA, 1 million from Brazil, 1 million from Nigeria, 1 million from India, 1 million from Japan, etc. This representative should have _no_ obligation to represent any nationality, but just some abstraction like "Human Rights" or "Earth's Environment" etc.
