Well, I think it's probably just that we see our nothern neighbors as just so darn...nice. The idea that they have any machines of war seems at odds with that perception. It's silly, sure, but when you have 3,000 miles of undefended border with a country because you have no reason to think they'd ever be aggressive towards you in any way, the idea that they can kick a little ass if needs be just seems incongruous, I guess. :)
