That will not at all suffice. You seem to be suggesting that the Palestinians should completely surrender to Israel and cease any and all activity aimed against the Israeli occupation, while at the same Israel can continue to do as it pleases. That would mean that a totally teethless group (the Palestinians) would end up "negotiating" with an all-powerful group (Israel). It does not take an high IQ to realise that such negotiations are not really negotiations, but merely a situation in which Israel will dictate the terms and the Palestinians can only say yes or no. Israel will have to make concessions as well. For starters, it should completely retreat from the Occupied Territories and allow the UN to send in a UN Peace Force. Then, it should make the right of return for Palestinians something that can be talked about, instead of saying it is not an option. Failure to comply with all this should lead to a complete international boycott (both political and economical) of Israel for as long as necessary. Once Israel has complied with these terms, a peace agreement could be reached.
