How are the European governments "refusing to accept responsibility for protecting citizens"? Is it because of the recent attacks on synagogues? Well, nobody can guarantee it will not happen; 100% protection is simply impossible. Sure, you can build a high wall all around every synagogue and post police officers and/or soldiers a meter apart all around the perimeter, but the costs would be extreme, and considerably higher than the risks would warrant. It is also impossible to prevent someone from throwing something like a molotov cocktail. It can easily be carried hidden, and it only takes a few seconds to grab the device, light it, and throw it. By the time the nearest police officer realises what happened, the molotov cocktail has already hit the target, the building is already on fire, and the guy who threw it has run away. And that is when it happens during a demonstration; if the attack would take place in the middle of the night, the guy who caused the fire will be long gone by the time police and firefighters arrive at the scene.
