<deleted disparaging remark> Just so we are on the same page: Internet radio, even pure webcasters, do pay a fee to a artist/composer fund. They were agreeing up front to pay the same fees as terrestrial radio. Terrestrial radio does pay on revenues. I don't know what you mean by 'performance license'. 'Quite simply', internet radio is not saying they have a right to make money off of others' intellectual property, but why should they be charged over and above what terrestrial radio has to pay?
