I knew 3 or 4 people from Brazil in college (3 who had lived in Brazil their whole life -- one of them in Rio -- and 1 who moved from Brazil to the U.S. about 5 years before I met him). I *got* the jokes, and they were mostly funny, but the episode seemed more like a collection of jokes and less like a well-written episode of The Simpsons.
The writing quality has been going down all season, IMHO. It hasn't been as clever, as coherent, or as satisfying as it has been in most of the past years of the show. :-( YMMV, of course.
