One for buying food, one for buying transport tickets, etc. And people trade them for money, sometimes even with zero loss: there are people who buy Subway tickets using these tickets and resell them _during rush time_ at the face value, for those that don't want to wait in the line. Heck, I guess they can even get money, if they buy before the raise of the price and sell soon afterwards.
