I can imagine that Rubin did not want to provide a link -- given the tone of the rest of the article, there is probably something in that UNHRC Resolution that proves his accusations false... He also mentions that Israeli forces found bomb factories in refugee camps, and then says "Either the U.N. officials were unaware of the bomb factories--which would suggest utter incompetence--or, more likely, the U.N. employees simply turned a blind eye". I am not really surprised to hear such a statement, given OpinionJournal.com's tendency to be anti-European and very pro-Israel, but this really is a load of crap. Rubin apparently expects UN officials to know exactly what is going on in every house and every tent in every refugee camp; this is totally irrational, since there is no way they *could* know that (and unlike Israel, the UN is not in the habit of rolling tanks into refugee camps and doing house-by-house searches). His other assumption is that U.N. officials pretend not to know about the bomb factories, but as usual with publications of this kind, the author conveniently "forgets" to provide evidence. In other words, this article looks more like propaganda than a fact-based article.
