_never_ used for the purpose it was created, as
soon as this tax is created, some other p*litician
will have the great idea that, instead of funding
NASA, maybe it's more important to give it to
subsidize the steel industry, because without
steel there ain't no rockets. And so on.
Here in Brazil they created a check tax, whose
alleged purpose was finaning Health. And it is
used to cover the enormous g*vernment deficit,
and not a single cent went to Health.
