The obvious solution is to reduce the legal liability of a General Practitioner [he is, after all, merely akin to a country doctor who doesn't really know anything], and increase the liability of specialists who obviously know better [the spend all of their time at med school and after studying a particular part of the body such as the anus]. This has the effect of reducing medical costs because the GP will solve 99.9% of the medical ailments of the populace [he'll get very good at what he does] and will take 0.01% of the total damages of the medical profession. GP's will love their patients, patients won't feel shafted, and mental well-being is just as important as physical treatment [scientifically proven, you sh_ts].
