because they use silicon, are two dimensional, and a very complicated process 
using dangerous and toxic chemicals is used to etch the things in the first 
place.

So I threw it out.  Optical processors should use the old glassblowing 
technology with a coat of reflective substance, which is available 
everywhere, cheap, and everything else desirable of materials.  Since 
materials and capital is not a factor, the only bottleneck is skilled labor, 
and facilities for research.

Any country with nice looking, pleasing people should be able to attract the 
best and the most capable labor.  These guys can then specify the facilities, 
and any technician can build them with the tools they bring.

To the best and most capable workers:  Enjoy life with exciting work and a 
pleasant home, whereever you may choose to make it.

Universities will come fairly soon after.
