The formal courts should be the last resort when resolving a dispute.

I hold that the old system of arbitration done by tribal chiefs and shaman is 
correct, only, instead of one arbiter broadly judging for a small group, we 
should rely on informal arbiters, as I have been referring to.  Thus, on one 
hand, I am an arbiter of taste in art [a critic], and on another I am an 
arbiter of taste in technology [architect].  People retain reputations as 
arbiters and other people go to them for counsel.

If everybody learns to use this, reputation capital becomes a reality, and 
the legal system becomes less burdened.

Then the courts can be as slow or as fast as is desirable by the arbiters of 
policy.
