I've been up since 6:30 am, and have been working since leaving the house at 7:00 am. It's 6:20 pm now, so I'm to dinner and a short rest. The question came up: what about densely populated areas that either have no land to build roads or that already have roads? How should they proceed?
One answer is that if roads are already there, there are less desperate people in need of employment [possibly otherwise]. I'm at a loss as to how to proceed in these cases. Any body on this list is competent enough to provide an answer if they think of one and post it. Otherwise, discuss among other competent people.
