Bums and other street people are there for a reason. They're miserable junkies and stoolies, many former employees. If you want to give them anything, give them your leftover cheeseburger or something, otherwise they'll just spend whatever currency you give them on cheap thrills like alcohol, drugs, or prostitutes.
