Everybody knows who makes the rules in Chicago. Everybody knows those guys enforce the rules. Everybody plays by the rules, and only the deserving are hurt, even when Eliot Ness removes the old rulemakers and places his own afterwards.
In our time, everybody knows who makes the rules. Everybody knows that these guys don't enforce the rules, and everybody, playing by the rules, gets hurt. I'll take Robespierre or Jen Lopez over that any time, which is probably why the rules aren't being enforced in a timely manner, because we're certain to remove the old boss, same as the new boss, but not quite . . . or not white.
