The Amerindians had a stable civilization before the first European incursion, government, roads, and all that goes with civilization. They tried every strategy over the past 4 or 5 hundred years to counter Europe, arriving at the best possible solution.
If there's a kind Pomo around, he or she can document each strategy and counter strategy of the already united Americas, indigenous vs Euros. This has already been done, written down, but I don't know if it survives amongst the Europeans. Mark
