Define 'evil', define 'good'.... :o) I think that you'll find that it is very
much context dependent.
But not completely context dependent. Find a context in which Hitler's actions are excusable. Find one where the suicide bombing of civilians is "good". Where it is ok to enter an air terminal and begin shooting anyone standing near the ticket counter
