In _The Transparent Society_ Brin 'foresees' two cities, both with cameras everywhere, but in one it is only the police and 'Establishment' who have final oversight, while in the other, any citizen can access any camera - rendering the government accountable for its actions. (So those citizens aren't really spies as much as eyes, gossipy and potentially overzealous, perhaps, but they too are accountable.) I don't see Ashcroft or Cheney wanting to be held accountable for their actions as company leaders...I certainly don't want them to have the power to spy unchecked upon anyone they choose. As someone else has pointed out, our intelligence people might have put 2 and 2 together, if only they had communicated within/between agencies more freely. I don't want to hobble our ability to find dangerous plots out, but I think that frisking 80 yo grandmas at the airport isn't improving national security.
