Maybe because the Senate realises that GWB is such a warmonger that he cannot be trusted with a lot of power? Bush is more than willing to ignore the will of his allies and the will of the UN. If the Senate gives him all the power he wants, chances are he will then also ignore the will of Congress and Senate, and launch war after war to "fight terrorism" and "protect American interests".
