These are countries that already have extensive investments in oil and infrastructure there that they don't want to lose. Very much like when Indonesia wanted to invade the soveriegn nation of Irian Jaya, but the US wouldn't let them until the Indonesians promised not to interfere with US investment, and promised that the US would be allowed to make new contracts regarding the extraction of the mineral wealth of Irian Jaya.
