It was Samwise Gamgee who was responsible for rebuilding the Shire after the War. He wasn't mayor immediately but was mayor for a long time. Elessar made the Major (Sam), the Master of Buckland (Merry) and the Thain (Perry) all Councilors of the North Kingdom.
