Sorry if this was already answered. I believe that the quote was
from "Gorilla my Dreams", a short and very pun-filled satire of the
uplift novels which David Brin used to have on his website. It does not
seem to be there any more, though.
The quote is indeed from "Gorilla, My Dreams". It is available at www.brin-l.com (Path: David Brin | Essays & Articles | Gorilla, My Dreams).

As I recall, the neodogs were suffering from some sort of acute
depression. They had finally mastered door knobs, only to have them
rendered obsolete by psionic locks.
From "Gorilla, My Dreams":

"Next came the habitat of neo-dogs, a breed which had been under modification for centuries, and had recently, at long last, mastered the deep mystery of door knobs, only to discover that the devices were being replaced in most homes by galactic technology psionic clasps. That tragic irony appeared to have broken the species' collective spirit. Mostly, neo-dogs just lay around nowadays, whining, licking themselves, and snapping vicious, Chestertonian insults at the ankles of anyone who unwarily passed close. "
