Huh?  I read through the article and didn't see the falsificaiton of the
idea that one could get a container with a nuclear devise built that would
be undetectable unless it was opened and inspected on the high seas? I hear
talk about sucessful tests, but we know that tests have been rigged in the
past.  I'd be much more likely to believe a test where one company designs
the evasive missles and the other designs the ABM system, and bonuses are
paid to one side or the other.

 Its true, we were fortunate that the Russians decided to not make an issue
of us useing the escape clause in the ABM treaty. That wasn't my real
worry.  My real worry was that it will be as practical as the last two time
we were told that the technology is here to build the system. Indeed, the
exact same things that set up the warning flags for the compressed air car
sets up warning flags here.
