Quoting from the second article:

        We think Ashcroft's time and effort would be better spent on 
        overhauling the Immigration and Naturalization Service. Its

        Fixing the INS would not require sidestepping a search warrant, 
        only some hard and long-overdue decisions. 

Sounds a lot like the opinion of a number of folks on gun control, in
that if the existing gun laws were enforced, there would be fewer gun
problems, and that adding new laws when the older ones aren't being
enforced isn't going to help any.

(As for the discrepancy, looks like a lot can happen in 5 years....)
