First of all, after a while, the sanctions were modified to allow some oil
sale to pay for things like the repair of water treatment facilities, food
and medicine. Unfortunately, the money was mostly used for weapons instead.

But, I will allow that we are responsible for the choices we make, given
the fact that Hussein acts as he does.  So, what should we do.

1) Lift the sanctions with Hussein in place, accepting the risk of his
developing a significant array of WMD, and hoping that some of the $50
billion/year will go to support the people's needs?

2) Keep the sanctions, accepting the fact that he will mistreat his people
no matter what?

3) Overthrow his government, and help the new government rebuild the
infrastructure?
