I like the idea, as it would make people more reluctant to plunge a country into war. However, I would extend the law somewhat, and include a clause especially for members of Congress and Senate: if you vote for war, you and your adult family members will be enlisted in the army and sent to fight in the front lines.

The political support for war would plummet immediately...
