Because President Bush knows that TV cameras are there, and as such, a
single political voice inf ront of the TV cameras amounts to free political
advertising for his cause.

More importantly, images of protestors in front of TV cameras amount to
free advertising for his opponents' cause.

Maybe in some ideal utopia, every citizen of the body politic is a
thoughtful individual swayed by the intellectual merits of positions on
each of the issues in political discourse.    As it is, in America, the
citizens are swayed by slick advertising and message repetition.   It may
be a nice idea to think that politicians will give a free platform to the
disorganized opposition at every step of the way, but in reality it makes
for bad politics - and ineffective politicians.
