This is just not true. There have been plenty of sf stories with interstellar travel and no FTL, even ones with vast amounts of such travel. Here are just a few examples: Baxter's _Space_; Vinge's _A Deepness in the Sky_ (although his Zones universe does have FTL in other stories); Reynolds' _Revelation Space_, _Chasm City_ and _Redemption Ark_; Egan's _Diaspora_ and _Schild's Ladder_; Benford's Galactic Centre novels.
