Most of these were instituted in the late 80's and throughout the 90's.

Just out of curiosity. Would an adopted child be covered by the parents healthplan if it is beforehand known that the adopted child has severe health problems and will continue to have them. What with all that uncalculable risk most
insurers are so nasty about. I mean continuing medical interventions could run up quite a bill.
