What bush is doing is this:  He's taking money away from the people who
need it the most, and giving it away to religious groups that don't need
it.  Not only that, these are the groups that will most prey on the weak
and needy (the people who _Should_ be getting that money).  Furthermore,
what business does a religious group have providing services that they
can't pay for themselves?
