It doesn't sound like the chair of the conference carries any clout and it may serve to bring more attention to their atrocities. Excepting them from established administrative procedures will hardly serve to raise their standards. Perhaps the head of the table is the best place for the worst offenders. Its got to be better than stuffing them in a peanut gallery and pointing fingers at them. Why would Beijing get the Olympics?
