They would be capable of it, if they would have the money for it.

Usually.
Only in very limited numbers, given that those countries cannot afford the huge spending on defense the way the US does. And with budget cuts all over the place, we'll be buying even less.

I think the US would get a lot more cooperation if it would stop belittling the military of other countries.
